In law if the result (whole dam blowing) is a foreseeable result of blowing up the dam, then it makes no difference.

Russia exploits this logical fallacy and institutionalised refusal to make judgments based on evidence.
There are not "two sides" in a war of aggression. Everything Russia does in Ukraine is a violation of the UN Charter. There's no "debate" about State responsibility here. And it's dishonest and partial when ANYONE entertains the idea that it is a DEBATE.
So Russia is lucky that its Useful Id**** are willing to sow doubt, when there is none.
⚡️Muscovy Uses Dams to Kill Ukrainians.
18 August 1941: Muscovy destroys Zaporozhzhia Dam, kills 100,000 Ukrainians. Why? To stop the German Nazis killing them. Muscovy claims a monopoly on murdering Ukrainians.
1960s: At rush hour a dam burst in Kyiv killing untold thousands. Soviets closed the airspace to prevent anyone knowing. The dam had been built by Soviets to flood Babi Yar, where German Nazis had murdered 30,000 Ukrainian Jews over two nights in 1941. Soviets colluded with German Nazis to cover up these crimes.Then Soviets cover-up (the dam) killed more Ukrainians.
15 Sept 2022: 14/15 September 2022 Muscovy spends €100m trying to destroy Kryvyi Rih dam so its 25,000 surrendering/trapped troops in Kherson drown instead.
